The operator of the Jakarta-Bandung HSR, dubbed Whoosh, has distanced itself from the business competition watchdog's investigation into suspected collusion in a procurement tender to deliver imported EMU trains upon their arrival at Tanjung Priok.
T Kereta Cepat Indonesia-China (KCIC), has said in a statement that it was not involved in the process to procure services for transporting imported electric multiple unit (EMU) trains from Tanjung Priok Port in North Jakarta to the Tegalluar HSR depot in Bandung regency, West Java.
The operator of the Jakarta-Bandung high-speed rail (HSR), issued the statement in response to the alleged collusion the Business Competition Supervisory Commission (KPPU) found in a supply procurement tender during its investigation.
“KCIC is not involved in the procurement process for the transportation service provider, and KCIC respects the process carried out by the KPPU regarding the investigation,” the operator’s corporate secretary Eva Chairunisa said in the statement, published on Monday.
The KPPU said earlier it suspected collusion in the procurement of supply logistics services for the Whoosh HSR connecting Jakarta and the West Java capital of Bandung.
Specifically, the business competition watchdog alleges that PT CRRC Sifang Indonesia, which formed the tender committee (Reported Party I), arranged it so that PT Anugerah Logistik Prestasindo (Reported Party II) would win the supply logistics project to transport EMU trains.
According to Eva, CRRC Sifang Indonesia carried out the process internally as part of the HSR Contractor Consortium (HSRCC).
She said the transportation of EMUs occurred between September 2022 and June 2023, adjusted to accommodate the scheduled arrival of the imported rolling stock at Tanjung Priok Port, and that a total of 12 EMU trains were delivered in several consignments during this period to the Tegalluar depot.
