Letter: Speedy makes false promises

I

have had a Speedy Internet connection since February 2008, with a personal package of "up to" 1,000 Kbps for Rp 220,000 per month. The fact is, the speed obtained was mostly only 45 Kbps for download and 9.4 Kbps for upload.

For the past two months, we have been constantly complaining to 147, and at least 15 times, two people from Telkom came to "check" the line inside, outside, computer settings at my house. However, the results were just the same: sometimes, the speed could be between 150-300 Kbps, but not more.

Finally the Telkom repairmen suggested (what a hoax!) that we buy a new modem, which we did. It turned out to be a total waste of money, because the speed did not improve one bit. We also have complained directly to Telkom Plasa/BSD and were promised that the management would handle the complaint directly. The next day, our speed was up to 1,000 Kbps for a couple of hours, and the day after, it was back to below 100 Kbps as before.

Each time we complain to Speedy, the Kbps goes up for a while and there is a phone call from Telkom, asking about the situation. At the time we can say that the speed is better "at the moment" - about 500 Kbps download and 100 Kbps upload, sometimes even more. The next day, it goes down again as before.

We complained again to 147 and told them that we would eventually expose their scam to the media, whereupon our speed was back to 600-1,000 Kbps. However, that was only for one day. We complained again to 147. Our speed went up to 600-1,000 Kbps for two days, and then back to 100-200 Kbps. It is really not acceptable if the payment is 100 percent but the product given only provides about 10 percent of the promised performance.

Since every time they send two men to check inside/outside cables and PC settings, without achieving anything, which in my eyes is a total waste of manpower, I suggested installing an IP Server; to which I got the answer that this would be an extra cost. I was promised "up to" 1,000 Kbps with the package and now I should pay more to get what was promised to me? The package was offered under false pretenses then?

Telkom wants the highest profit with promises that are not intended to be kept. This is trickery, isn't it? Get as many customers as possible and don't bother if the existing capacity is not enough for all of them!
