7 govt regulations to implement mass organization bill

The Home Ministry is preparing seven government regulations (PP) to implement the 2013 mass organization bill, a senior official says.

'€œWe are preparing seven PP, three of which will be immediately created,'€ the ministry'€™s political and nationhood unity director general Tanribali Lamo said on Tuesday, as quoted by Antara news agency.

The three draft government regulations being prepared are on mass organizations, foreign mass organizations and mass organizations'€™ empowerment.

Tanribali said the ministry was still arranging mechanisms to sanction enforcement  for mass organizations that violated the regulations.

He said that activities of mass organizations that led to social unrest would be subject to sanctions imposed in stages, comprised of three warnings and then disbandment.

'€œThe imposition of warnings should be accompanied by verification,'€ said Tanribali.

Each written warning received by a mass organization will last for 30 days. If the organization is not involved in activities deemed to be causing social unrest after the warning expires, then the warning will no longer be valid.

However, any organizations in receipt of the first warning can be given a second warning if they carry out activities that trigger social unrest.

Bachtiar, the ministry'€™s mass organization subdirectorate head, said those mass organizations that repeatedly triggered social unrest could be dissolved but this only could happen after a long procedure.

The mass organization bill was endorsed by the House of Representatives to manage mass organizations in Indonesia.

Currently, there are 139,957 mass organizations in Indonesia, comprising 65,577 organizations registered at the Home Ministry, 25,406 in the Social Affairs Ministry, 48,866 at the Law and Human Rights Ministry and 108 foreign mass organizations in the Foreign Ministry. (ebf)
