Jakarta councilors still formulating process for selecting deputy governor

Councilors are still preparing the draft to regulate the mechanism of the election process

The City Council special committee tasked with selecting the new deputy Jakarta governor is still preparing the procedures.

Several members say the committee has almost completed the draft procedures, including a requirement that the plenary meeting quorum to elect the new deputy governor should be more than 50 percent of all councilors.

The Home Ministry's acting regional autonomy director general, Akmal Malik, emphasized that the quorum was stipulated in current regulations.

“[The prerequisite is] in line with existing regulations,” he said on Thursday, as quoted by wartakota.tribunnews.com.

Akmal was referring to Government Regulation No. 12/2018 on the guidelines on regional legislative councils.

Article 97 stipulates that the quorum for a plenary meeting for the dismissal of a governor, deputy governor and for passing a bylaw or city budget ruling is more than 50 percent of the total councilors in the respective region.

For some other purposes, the plenary meeting requires more than two-thirds or three-quarters of the total number of councilors to be present.

“[The quorum] is also stipulated in the Law No. 23/2014 on regional administrations,” he said.

Therefore, the number of councilors who must attend the plenary meeting to select a deputy governor is final, he added.

With a total of 106 councilors in office, at least 54 members must attend the plenary meeting to allow a vote on the deputy governor to take place. 

The committee will endorse the code of conduct for the plenary meeting to elect a new deputy Jakarta governor after businessman and Gerindra Party member Sandiaga Uno resigned to be able to run as a vice-presidential candidate. The post has been left vacant for 11 months. (sau)
