ollowing the Home Ministry’s evaluation of the draft 2020 budget endorsed by the Jakarta administration and Jakarta Council in mid-December, the capital is set to start fresh with an Rp 87.95 trillion (US$6.3 billion) budget next year. 

The ministry has delivered its evaluation of the draft budget to the city administration, dated Dec. 20, which was followed by a discussion between the Jakarta administration and the council on Monday.

The administration and councillors previously endorsed the draft budget on Dec. 11 at the same amount, an increase of 1.2 percent from this year's budget of Rp 86.89 trillion.

In the evaluation, read out by city secretary Saefullah in front of councillors on Monday, the ministry questioned three proposed programs that it claimed to not have legal basis.

The first program was Rp 146 million allocated for physical fitness tests for employees of West Jakarta municipality.

Saefullah argued the program was in line with prevailing regulations, such as a 1977 presidential regulation, a circular issued by the National Employment Agency and a Health Ministry decree.

He went on to say that a similar program was included for all municipalities. However, according to the administration's budget monitoring website, apbd.jakarta.go.id, accessed by The Jakarta Post on Tuesday, fitness tests were only included under the South Jakarta Youth and Sports Agency and the South Jakarta program had not been questioned by the ministry.
