T

he Corruption Eradication Commission (KPK) has detained the former president director of state-owned port operator PT Pelindo II, RJ Lino, in a move that marks progress in the long-running graft case that has been under investigation since 2015.

When serving as president director of the company, Lino allegedly used his position to directly appoint the winner of a 2010 procurement tender for three quay container cranes for the company’s ports in Palembang, South Sumatra; Bandar Lampung, Lampung; and Pontianak, West Kalimantan.

The KPK has accused Lino of changing the company’s procurement procedures in February 2010 by backdating a letter that allowed him to declare China-based firm Wuxi Huadong Heavy Machinery Co. Ltd. the winner of the tender.

KPK deputy commissioner Alexander Marwata told a press conference on Friday that Pelindo II signed multimillion dollar procurement contracts with Huadong when the tendering process was still underway.

Lino, who was named a suspect in December 2015, was detained later on Friday after undergoing hours of questioning by KPK investigators. He is accused of self-enrichment or enriching other individuals or companies, abusing his authority and causing state losses.

He filed a pretrial motion with South Jakarta district court shortly after being named a suspect, demanding the court revoke his status on the grounds that the KPK did not have the evidence to declare state losses caused by his actions. The court rejected Lino's demand in January 2016, saying that the issue of state losses was not a subject for pretrial hearings.
