he Australian government has terminated its anti-dumping investigation into imports of Indonesian hot-rolled deformed steel reinforcing bar (rebar).
The decision follows the publication of a report by the Australian Anti-Dumping Commission (ADC) on Dec. 16 last year. The report concluded that the calculated dumping margin for Indonesian hot-rolled deformed steel rebar was just 1.3 percent, well below the 2 percent de minimis threshold required to impose duties.
“This termination is a positive signal for the performance of our foreign trade in the steel sector,” Trade Minister Budi Santoso said in a statement on Monday.
“We expect the ADC’s decision to restore Indonesian rebar exports, which were temporarily constrained during the investigation, and to strengthen the competitiveness of our steel products in Australia.”
The Australian ADC initiated the probe on Sept. 24, 2024, targeting rebar imports from Indonesia, Malaysia and Vietnam. For Indonesia, this marked the second such investigation, following a 2017 case that concluded in 2018, also without punitive measures.
In October last year, Australia’s ADC announced the preliminary findings of its administrative review of antidumping duties on reinforcing bar imports from Indonesia, Malaysia, Thailand, Turkey and Vietnam. The review covered the period from July 1, 2023, to June 30, 2024.
The commission determined in December that imports from Malaysia (excluding Southern Steel), Thailand, Turkey and Vietnam (excluding Hoa Phat) had been exported at dumped prices, causing material injury to the Australian industry.
