he Public Housing and Settlements Ministry has revealed that local conglomerate Astra International will develop 1,000 low-cost apartment (rusun) units in Jakarta, utilizing land assets owned by state-run railway company PT Kereta Api Indonesia (KAI).
The project will be carried out under a corporate social responsibility (CSR) scheme, marking a collaborative model in which private sector funding is channelled into public housing development.
Public Housing and Settlements Minister Maruarar “Ara” Sirait said the project is expected to commence once land availability from the state is finalized.
He expected the construction to be completed within a year, underscoring the urgency of expanding access to decent housing in densely populated urban areas, whilst conducting location surveys for potential project sites and regulation drafting.
“We are currently conducting surveys, while also preparing the regulatory framework, including rules on subsidized apartment housing and schemes for developing apartments financed through CSR funds,” Ara said during a visit to KAI-owned land on Jl. Kemukus in West Jakarta on Sunday, as quoted by Liputan6.
These efforts are expected to include provisions that allow housing construction to be financed through CSR funds, opening the door for broader private sector participation.
Under this scheme, land ownership will remain with the state, while private companies take on the responsibility of financing and constructing the housing units.
