he Bali Police have arrested a German national as part of an operation to permanently shut down PARQ Ubud, a hotel compound in Gianyar regency, amid efforts to curb unchecked development and overtourism on the resort island.
The Bali Public Order Agency (Satpol PP) raided the complex, referred to as the "Russian Village" by locals, earlier this week after finding that it was in violation of licensing and development regulations.
The police arrested the 53 year-old German national, identified only by his initials AF, for violating Bali land-use regulations. AF is the director of PT Parq Ubud Partners, which manages the property.
Bali Police chief Inp. Gen. Daniel Adityajaya said AF had built PARQ Ubud on top of protected rice fields categorized as National Sustainable Agricultural Land (LP2B).
“This illegal development has led to a decrease in Bali’s agricultural land, which could negatively impact the government’s food self-sufficiency target,” Daniel said on Friday, as reported by kompas.id.
AF was charged under the 2019 Sustainable Agricultural Systems Law and the 2009 Sustainable Agricultural Land Law and faces a maximum of five years in prison and a fine of Rp 1 billion (US$62,000).
During the closure, Satpol PP personnel clashed with PARQ Ubud staff who, they said, were trying to prevent authorities from sealing off the 65,000-square-meter compound.
