he West Java provincial administration’s donation drive asking residents to donate Rp 1,000 (6 US cents) per day to a so-called social solidarity movement has come in for scrutiny over fears that it will be prone to misuse and overlap with the state’s responsibility to provide public services.

The movement was launched through West Java Gubernatorial Circular No. 149 on rereongan sapoe sarebu (helping each other through 1,000 a day) and was signed by Governor Dedi Mulyadi on Oct. 1, kompas.id reported on Wednesday.

The circular asks all civil servants at all levels of the regional administration, as well as the public, to voluntarily donate Rp 1,000 per day to help local people in need, especially in the education and health sectors.

Involving the public, including students, in the donation drive has raised concerns about transparency and accountability in relation to the funds raised.

The chairman of the West Java Students’ Parents Forum (Fortusis), Dwi Subianto, said the West Java administration should clearly explain the funds’ management before enacting the policy, because most donations in schools were not held transparently.

He proposed an independent auditor team, appointed by the public, to ensure transparency in relation to the management of the funds.
