City to set up committee to plan buffer zone at Plumpang

The city administration will set up a special committee to handle the security buffer zone at Plumpang fuel depot in North Jakarta after a fuel tank belonging to state-owned oil and gas company PT Pertamina caught on fire

The city administration will set up a special committee to handle the security buffer zone at Plumpang fuel depot in North Jakarta after a fuel tank belonging to state-owned oil and gas company PT Pertamina caught on fire.

“We need to establish a committee in charge of planning and executing the plan to secure Plumpang depot,“ said Deputy Governor Prijanto on Tuesday.

“The committee will be led by officials from the administration.”

On Monday, Prijanto said the area surrounding the depot should be cleared and residents occupying the buffer zone should be relocated to  a low-cost apartment complex.

The location and details about the apartment complex were still under discussion. Prijanto said the city expected Pertamina to provide funds for the relocation.

The committee will consist of representatives from the administration, Pertamina, Jakarta Police, state housing company PT Perumnas and state lender Bank Tabungan Negara (BTN).

Concerning depot safety, the administration and Pertamina have agreed to build a buffer zone.

Out of the 7,400 families living near the depot, it is estimated that around 1,500 families will be immediately affected because they live in the area designated for the 150-meter-wide buffer zone.

“It is the committee’s task to decide which will be performed first: construction of the apartments or the buffer zone,” Prijanto said.

Pertamina corporate communications vice president, Anang Rizkani Noor, said, the company had not given any commitment to funding the relocation and construction of the apartments.

“We have not come to any conclusions,” Anang said. “There are issues concerning who’s going to pay for the construction expenses.   

“The idea of constructing apartments came from the administration,” he said.

“What is most urgent for Pertamina is to immediately construct a buffer zone.”
