Govt plans six new toll roads in 2012

T

he government is scheduled to construct six toll roads in 2012 with an investment of Rp 77.69 trillion (US$9.1 billion) using the public-private partnership (PPP) scheme.

Public Works Ministry data for July showed that provincial enterprise (BUMD) PT Jasa Marga Jakpro would construct the seven-kilometer Jakarta Outer Ring Road North West 2 (JORR W2).

Bidding is under way for the construction of six toll roads in Jakarta spanning 87.51 kilometers, a project worth Rp 47.69 trillion.

Other provinces in Java will also begin construction on toll roads.

In West Java, PT Lintas Marga Sedaya, PLUS and PT Baskara Utama Sedaya will construct a 116-kilometer-long toll road from Cikampek to Palimanan, with an investment of Rp 11.35 trillion, while a partnership between the ministry and an undecided firm will construct the 60-kilometer-long Cileunyi-Sumedang-Dawuan toll road, worth Rp 9.63 trillion.

In Central Java, PT Pejagan Pemalang Toll Road will construct section 1 of the 57.5-kilometer Pejagan-Pemalang toll road, worth Rp 5.51 trillion.

In East Java, state toll road company PT Jasa Marga will construct a 13.61-kilometer toll road from Gempol to Pandaan, with an investment of Rp 1.16 trillion.

In North Sumatra, the ministry will cooperate with a private firm to construct the 60-kilometer Medan-Kualanamu-Tebing Tinggi toll road, with an investment of Rp 6.23 trillion.

The ministry’s director general for highways, Djoko Murjanto, said on Tuesday that this year, his was allocated Rp 29.8 trillion from the total ministry budget of Rp 57 trillion.

He said the funds would be used for road maintenance and for reconstruction and construction of new roads, with a total length of 38,500 kilometers. That figure includes both toll roads and regular highways.

“Fifty percent of the directorate general’s budget will be used for roads included in the Master Plan for the Acceleration and Expansion of Indonesia’s Economic Development [MP3EI],” Djoko said.

In 2011, the PPP scheme is being used to construct the Rp 1.96 trillion, 9.7-kilometer Nusa Dua-Ngurah Rai-Benoa toll road in Bali.

The project was won by a Bali provincial administration-owned company, state seaport operator PT Pelindo III, state airport operator PT Angkasa Pura I and PT Jasa Marga.

Other than the PPP scheme, the government is utilizing Rp 3.2 trillion from the state budget to build the 17-kilometer Tanjung Priok toll road in North Jakarta.

The ministry is also constructing highways in Papua linking Timika with Nabire and from Merauke to Waropke, and reconstructing highways in North Sumatra using state budget funds. (fem)
