akarta Governor Anies Baswedan’s team of aides has once again come under scrutiny during 2020 city budget deliberation. City councillors, questioning the effectiveness of the team, has urged the administration to cut down on the number of aides.
The Jakarta Legislative Council had set the draft 2020 city budget at Rp 87.95 trillion (US$6.29 billion), up 1.22 percent from the revised 2019 budget at Rp 86.89 trillion, the smallest increase in recent years. The draft would officially be endorsed pending approval from the Home Ministry on Jan. 7, 2020, at the latest.
Besides focusing on the management of traffic congestion and floods, the council also highlighted the need for the city administration to streamline the Governor’s Team for Accelerated Development (TGUPP) next year.
Although the budget for the team remained the same as last year at Rp 19.8 billion (US$1.4 million), the councillors asked the city administration to cut down on the number of team members to a maximum of 50 people from the existing 67.
The TGUPP comprises members who fall under eight salary groups, as stated in a 2017 Jakarta gubernatorial decree issued by Anies on TGUPP financial rights. The decree stipulates that TGUPP salaries range from Rp 8 million to Rp 50 million per month. Members are ranked based on their expertise, educational background and work experience.
The head of the council’s Indonesian Democratic Party of Struggle (PDI-P) faction, Gembong Warsono, questioned the significance of Anies’ large team of aides considering the city administration already had official assistance in certain sectors.
He asked the administration to uphold transparency within the team.
