So, which one is it? House claims the correct one is the latest one, 812-page long, and dismissed the other two as ones with incorrect typeface and page size. But some differences are a bit more substantial.

House scrambles for clarity amid four different final drafts for jobs law House of Representatives leadership (Antara/M Risyal Hidayat)

T

he House of Representatives said on Tuesday that it would send the copy of the Job Creation Law to President Joko "Jokowi" Widodo on Wednesday, after causing public confusion for more than a week about which draft is the correct one.

Out of four final drafts circulating in public, the House said it would send the latest one, the 812-page long one. The earlier drafts contain 1035, 1052 and 905 pages, respectively. The one uploaded to the House website, meanwhile, is one from before the House's Legislation Body (Baleg) finalized it, which is 1,028 pages long.

"The deadline for us to submit this Job Creation Law is Oct. 14, to be exact tomorrow at [midnight]," Azis Syamsuddin, a House deputy speaker, said in a press conference on Tuesday. He said the final draft he had was the 812-page one. "The law itself is only 448 pages, [which] plus explanations becomes 812 pages....," he said.

The Jakarta Post has obtained all the four final drafts, compared three of them and found differences between the 905, the 1035 and the 812-page versions. But Azis swore the House had not changed anything substantial and said the changes were due to different fonts and page size. "I guarantee, in accordance with our oath as a legislator, we would not dare to smuggle in any articles, because that would be a criminal act," he said.

The Post obtained the 905-page draft on Oct. 5, the day the bill was passed into law by the House, from two legislative leaders. Then it obtained a 1,054-page draft called “Oct. 9” on the file name from a legislator. It finally obtained the 1,035-page draft with a file name “Send to President” in the title of the document and an 812-page draft.

The latter was the soft copy of the latest final draft confirmed by House secretary-general Indra Iskandar on Monday night. He also previously confirmed the 1,035-page draft and the 905-page draft dated Oct. 5.

Both the 1,035-page draft and the 812-page draft contain the name of House Deputy Speaker Azis Syamsuddin at the end of the document under President Joko “Jokowi” Widodo and Law and Human Rights Minister Yasonna Laoly.
