Govt halts new business licensing as updated OSS launch glitches for third time

Following two earlier postponements since June, the launch of the latest version of the Online Single Submission (OSS) system has been delayed yet again, hampering the country's bid to improve business licensing certainty and its ease of doing business.

span style="background-color:#FFFFFF;">The Investment Ministry, also called the Investment Coordinating Board (BKPM), has announced a temporary halt to new business permits due to another setback with the latest version of the Online Single Submission (OSS) licensing system, according to a letter received by The Jakarta Post.

The updated OSS was slated to launch on Monday, with the latest version said to employ the more business-friendly risk-based approach to business licensing as mandated by the 2020 Job Creation Law.

The ministry’s letter dated Aug. 2, which was approved by investment services deputy Ahmad Idrus, said the launch of the updated system had been delayed “until further notice to perfect the system, so the risk-based licensing service can run optimally and efficiently”.

Meanwhile, the previous OSS version 1.1 had been deactivated on July 30, according to the letter.

“The Investment Ministry will not provide business licensing services until the Risk-Based Licensing System becomes operational as soon as possible,” it said.

A ministry spokesperson did not respond to the Post’s request for comment on the postponed launch, but its call center confirmed that new license applications must wait until the new OSS was up and running.
