he world is undergoing profound changes, marked by mounting volatility and instability. To address the deepening deficits in peace, development, security and trust, President Xi Jinping proposed the Global Governance Initiative (GGI) in September 2025—offering a blueprint for global governance reform aimed at enduring peace, universal security, shared prosperity and common development.
Drawing on 35 years of Dialogue Partnership and five years of Comprehensive Strategic Partnership, China and ASEAN are uniquely positioned to translate the vision of the GGI into concrete outcomes that benefit our region and the wider world.
The five core principles of the GGI resonate deeply with the foundational values long championed by ASEAN.
First, sovereign equality and the international rule of law: The GGI’s emphasis on these tenets directly reflects the principles of mutual respect for sovereignty, territorial integrity and non-interference enshrined in ASEAN’s cornerstone documents, including the Bangkok Declaration, the Treaty of Amity and Cooperation in Southeast Asia (TAC) and the ASEAN Charter.
Second, true multilateralism: As a community committed to peace and development and a vital convener of regional cooperation, ASEAN exemplifies the multilateral spirit championed by the GGI. The "ASEAN Way"—characterized by consensus-building, the peaceful settlement of disputes and accommodating the comfort levels of all parties—mirrors the GGI’s call for international law to be applied uniformly without double standards, and for global governance to rest on extensive consultation, joint contribution and shared benefits.
Third, a people-centered approach and actionable delivery: It is no coincidence that the ASEAN Community Vision 2045 envisions a people-oriented, people-centered community, just as the GGI positions the people as the primary participants and beneficiaries of global governance. Furthermore, the GGI’s call for concrete action aligns naturally with ASEAN tradition, where strategic frameworks are invariably anchored in defined action lines.
Now is the time to translate these shared values into tangible progress, forging a global governance system and regional architecture capable of withstanding the test of time and answering the aspirations of our peoples. Leveraging our dynamic bilateral partnership and ASEAN-led mechanisms, we can advance joint implementation across four key areas.
