any past government infrastructure projects were carried out without proper risk assessments, Indonesia’s Development Finance Comptroller (BPKP) said during its annual press conference on Thursday.
BPKP head Muhammad Yusuf Ateh cited Kertajati Airport in Majalengka, West Java, which was built without considering adequate access to the airport, resulting in a long period of inactivity.
“The Kertajati Airport was completed but the connecting highway wasn’t built, and the development of the highway was quite late. Hence, it took several years before the general public could finally experience the benefits [of the airport],” Ateh said, as quoted by Kumparan.
The government then decided to build the Cisumdawu toll road to connect the airport in Majalengka with major cities like Bandung, West Java, which was concluded in July last year.
“There are a lot of projects similar to that because every ministry just thinks about its own part [of the project]. If no ministry carefully plans a risk assessment, it usually takes a longer time before the public can reap the [project’s] benefits,” he said.
In another example, he said there were cases where the government had built reservoirs in rural areas and overlooked the tertiary irrigation within the area, which would provide water access directly to farmers’ fields and lands.
“As a result, reservoirs are frequently completed, but no irrigation is implemented,” Ateh said.
