he government plans to complete in the first quarter of 2025 studies on merging three state-run maritime enterprises, PT Pelayaran Nasional Indonesia (Pelni), PT ASDP Indonesia Ferry and PT Pelabuhan Indonesia (Pelindo), into a single holding company.
First Deputy State-Owned Enterprises (SOE) Minister Kartika Wirjoatmodjo said on Sunday that the plan was still under review and that the assessment included legal and commercial considerations.
“It’s still being studied. Relax, [the study] will likely be completed in the first quarter,” he said on Sunday, as quoted by Detik.com.
Under the proposed structure, Pelindo, which manages numerous ports across the archipelago, will act as the holding company, while Pelni and ASDP will become business units.
ASDP currently operates sea and lake crossings, while Pelni handles long-distance shipping routes.

Pelni CEO Tri Andayani called the planned merger a logical step, citing the government’s previous success in creating SOE holding companies in sectors such as tourism, health care, agriculture and defense.
