New OJK regulation aims to ease MSME financing

A newly issued regulation due to take effect in November formalizes the OJK's policy to boost loan disbursement for MSMEs through eased access as part of its credit flow revitalization strategy.

he Financial Services Authority (OJK) has issued a new regulation to ease financing access for micro, small and medium enterprises (MSMEs) in a bid to revitalize credit flow.

OJK Regulation No. 19/2025, issued on Sept. 2 and due to take effect in November, comes in response to weak credit growth in the MSME sector, which stood at a modest rate of 1.82 percent year-on-year (yoy) in July 2025.

The OJK’s chief executive for banking supervision, Dian Ediana Rae, said the regulation mandated banks and nonbank financial institutions to adopt a more innovative and segment-specific approach.

The new rule applies to commercial and rural banks as well as both conventional and Islamic nonbank financial institutions, including fintech lending platforms, venture capital companies and pawnshops.

“The goal is to cater to the entire spectrum, from micro and ultramicro businesses needing fast, simple access [to capital] to small and medium enterprises requiring more complex and diverse financial services,” Dian said on Monday, as quoted by Kontan.co.id.

Under the new regulation, financial institutions are required to implement special policies for credit disbursement, including simplified application criteria and eligibility assessments.
