he overall investment target for 2025 was met despite stagnant foreign direct investment (FDI), thanks to domestic investors picking up the slack, the Investment and Downstream Minister said on Thursday, adding that their role was expected to grow further this year.
“The year 2025 was indeed not an easy one because, as we all know, the global economy was still clouded by uncertainty, starting from a global economic slowdown and geopolitical tension to the fragmentation of international trade,” investment minister Rosan Roeslani told a press conference on Jan. 15, noting that realized FDI increased just 0.1 percent last year.
Though foreign investment had accounted for slightly more than half of realized investment in recent years, domestic investment outstripped FDI by around Rp 130 trillion (US$7.7 billion) last year at figures of Rp 1.03 quadrillion and Rp 900 trillion, respectively.
Of the realized FDI, Mainland China and Hong Kong together accounted for $18.1 billion, followed closely by Singapore with $17.4 billion, and then Malaysia with $4.5 billion and Japan with $3.1 billion.

Over a quarter of the realized FDI went into the metals industry, while less than 10 percent went toward mining. Similarly, domestic investors favored the transportation, warehousing and telecommunications sector over mining.
Total realized investment reached Rp 1.93 quadrillion, an increase of 12.7 percent yoy. Though this figure slightly exceeded the government target for 2025, it paled in comparison to the 20.8 percent recorded in 2024.
