ew ministries created by the incoming administration of president-elect Prabowo Subianto may need three years before they can work effectively after being established, senior advisor at the Indonesian Laboratory 2045 (Lab45) research institute Andi Widjajanto said on Tuesday.

In his closing remarks after a discussion reviewing outgoing president Joko “Jokowi” Widodo’s 10-year administration at the National Library in Central Jakarta, Andi said the formation of new ministries would require many processes, such as drafting regulations, placing civil servants and allocating state budgets, all of which take time.

Andi believed that Prabowo intended to quickly establish his administration within the first six to nine months of his term, so he would not have to spend the rest of his tenure reorganizing institutions.

"If Prabowo has a skilled administrative and bureaucratic reform minister, the establishment process could be completed in just three years. Especially if the ministry starts from scratch,” he said.

Andi, who is also head of the Indonesian Democratic of Struggle (PDI-P) research and policy analysis agency, added that Prabowo would also need the support of a task force to form the new ministries.

The former cabinet secretary cited his experience in creating ministries and government agencies during Jokowi's first tenure, including the Creative Economy Agency (Bekraf), the Coordinating Maritime Affairs Ministry and the Office of the Presidential Staff (KSP).
