The issue of unpaid allowances has long plagued the country’s higher education sector, recently culminating in widespread demonstrations calling for better lecturers’ welfare.
In response, President Prabowo Subianto signed a regulation on March 27 mandating the provision of performance-based bonuses for lecturers, which is reotractive to January this year.
Higher Education, Science and Technology Minister Brian Yulianto described the regulation as “tangible proof” of the government’s recognition of lecturers’ vital role in educating the country’s future generation.
“With this presidential regulation, we hope to boost lecturers’ motivation and professionalism, Brian said at a press conference on Tuesday. “More importantly, we aim to strengthen the real contribution of universities locally, regionally and globally.”

He added that his office is working against the clock to finalize a ministerial regulation and accompanying technical guidelines by the end of the month. These documents will outline the semester-based performance indicators that lecturers must meet every six months to qualify for the allowance.
