Komnas HAM, PACTA push forward Aceh reconciliation

he National Commission on Human Rights (Komnas HAM) and a Finnish conflict resolution NGO, the Peace Architecture and Conflict Transformation Alliance (PACTA), have agreed to push forward reconciliation in Nanggroe Aceh Darussalam through the signing of a Memorandum of Understanding (MoU).

'€œThe MoU is aimed at pushing the implementation of reconciliation so that peace in Aceh can be maintained. The reconciliation was the result of the Helsinki peace agreement in August 2005 that has not yet been implemented,'€ said PACTA general manager Juha Christensen at the Komnas HAM headquarters in Jakarta on Monday.

Komnas HAM chairman Hafid Abbas said there was a need to establish the Truth and Reconciliation Commission (KKR) in Aceh as mandated in Qanun [bylaw] No.17/2013.

'€œWe will continue to push reconciliation through the establishment of the KKR although it is still being hampered by legal matters,'€ said Hafid.

In 2004, Indonesia passed Law No.27/2004 on the KKR. In 2007, however, the Constitutional Court withdrew the law by issuing Decree No.006/PUU-IV/2006.

Komnas HAM says the Aceh administration has not yet fully implemented Qanun No.17/2013, whose arrangement was based on the MoU signed between the Indonesian government and the Free Aceh Movement in Helsinki on Aug.15, 2005.

'€œWe don'€™t want turmoil in Aceh, which led many people to lose their lives and triggered material losses, to occur again. There should be no more sacrifices in vain,'€ said Hafid.

During the 30 years of the Aceh conflict, he said, four or five people died every day and billions of rupiah were lost every year.

'€œSince the peace agreement was signed in Helsinki 10 years ago, peace in Aceh has shown positive progress marked with developments that continue to run and security that is maintained well,'€ said Hafid.

Nevertheless, both peace and security in Aceh must be maintained by upholding human rights, he added. (ebf)(++++)
