akarta Governor Anies Baswedan had long been under the spotlight for holding off on appointing permanent members to his working team, opting instead to allow acting heads to take on various responsibilities at strategic agencies for months.

The absence of permanent leaders was the result of a massive shake-up of positions involving 1,125 city officials on Feb. 25.

Now, the strategic posts have been filled, with Anies having inaugurated 15 civil servants of echelon II posts on Monday. The officials had previously passed tests during an open recruitment period. The final decision, however, was left in Anies’ hands.

Anies appointed Monday Lutfi Arifin to lead the Jakarta Administration Bureau, which had been under the leadership of an acting head for more than a year from July 5, 2018. He also inaugurated Syafrin Liputo as the Jakarta Transportation Agency chief, a position that had been left vacant since Sept. 25. For the position of Jakarta Economy Bureau head, which had been vacant since Jan. 9, Anies appointed Mochamad Abas.

Even with the changes, there are still three positions that remain vacant: the heads of the Jakarta Fire and Rescue Agency, Jakarta Development Body for City-Owned Companies and the Jakarta Industry and Energy Agency.

As acting heads did not receive any additional allowances and were tasked with carrying out the duties of their original position, their workload was heavy, Jakarta Employment Agency head Chaidir said.

The changes on Monday marked Anies’ sixth shake-up after two years in office.
