KPK names Angkasa Pura II executive graft suspect following arrests

he Corruption Eradication Commission (KPK) named Andra Y. Agussalam, the finance director of state-owned airport operator PT Angkasa Pura II (AP II), a graft suspect following a string of arrests in Jakarta on Wednesday and Thursday.

The antigraft body suspects Andra of accepting Rp 1 billion (US$70,215) worth of Singapore dollars in return for his alleged role in rigging a bid for a baggage-handling system procurement project for the airport operator’s subsidiary PT Angkasa Pura Propertindo (APP).

KPK deputy chief Basaria Panjaitan said the arrest was based on a tip-off that state-owned telecommunication company PT Industri Telekomunikasi Indonesia (INTI) would win a project worth Rp 86 billion to procure baggage-handling systems at six airports managed under AP II. 

According to the project’s document, APP is responsible for the tender for the systems as well as their operation after the procurement.

“APP initially planned to open a tender for the project. However, AYA [Andra] directed the company to appoint INTI [to procure the systems],” Basaria told journalists on Thursday evening.

Andra’s wish, she added, was in contrast with APP’s guidelines, which stipulate that a direct appointment can be made only if one company is capable of procuring the goods.

The KPK suspects Andra of arranging a negotiation between APP and INTI to increase the down payment amount for the latter from 15 percent to 20 percent as INTI did not have the funds for the initial capital to procure the systems.
