he state-of-the-art Electronic Traffic Law Enforcement (ETLE) system introduced by the Jakarta Police’s traffic division has been lauded by many as it has forced road users to be more disciplined and has sped up the process of ticketing. However, technical issues still plague the system.

Sobirin, 42, from Tangerang, Banten, is one of the violators recorded by the ETLE system for not wearing a seatbelt on his way to Pasar Senen in Central Jakarta to buy supplies for his home bakery business when passing through Jl. MH Thamrin.

He said that he initially did not know that he had been ticketed. He only found out about it when he tried to extend his car’s registration certificate (STNK) at the Tangerang Vehicle Document Registration Center (Samsat) in Cikokol, Tangerang, last Friday.

He said that he was worried that he had amassed a large number of fines, but after confirming the letter with the traffic police headquarters in Pancoran, South Jakarta, he discovered only two offenses for not wearing a seatbelt at 3 a.m. on July 10 and 4 a.m. on July 21.

According to Article 289 of the 2009 Traffic Law, failing to wear a seatbelt while driving is punishable by a fine of Rp 250,000 (US$17).

On Monday, Sobirin reported to the police that he had paid the fine on Sunday, after confirming the offences on Saturday.

“Up until now, the process has not been too much of a hassle,” Sobirin told The Jakarta Post on Monday.
