"The Iranian Foreign Minister assured the (Foreign) Secretary that Iran will allow the safe, unhindered, and expeditious passage through the Strait of Hormuz of Philippine-flagged vessels, energy sources, and all Filipino seafarers," the foreign affairs department said in a statement.
The incident occurred near the contested Scarborough Shoal as the Philippine coast guard escorted boats distributing aid to fishermen in the area, spokesman Commodore Jay Tarriela said in a statement.
The two countries on Thursday held a 10th round of talks under a bilateral consultation mechanism set up to address issues in the South China Sea, where disputes have been frequent and tense, with ties at their lowest point in years.
