"These are joint exercises that involve a number of countries well beyond Russia and China...I'll also note that most of the participating countries also routinely participate in a wide array of military exercises and exchanges with the United States as well," State Department spokesman Ned Price told a press conference.
The 79-year-old initially tested positive on July 21 and experienced mild symptoms. He returned a series of negative test results but again tested positive from July 30 in what was classed a rebound case, seen in some people who take antiviral medication.
"His symptoms have been steadily improving, and are almost completely resolved," the physician, Kevin O'Connor, said in a statement, noting that the president tested negative by antigen testing Tuesday evening and Wednesday morning.
