The bill, a draft of which was obtained by The Jakarta Post, will introduce several major changes to the 2008 Income Tax (PPh) Law, the 2009 Value-Added Tax (PPN) Law, the General Taxation System (KUP) Law and the Regional Tax and Fees Law.
The sweeping bill states that foreign workers must get written permits except for members of boards of directors and commissioners, diplomatic and consular staff, those working at start-ups, in professional training, on business visits, doing research for a short period or doing machine maintenance for production in emergency situations.
Japan, in a major policy shift, enacted on Saturday a law to let in more foreign, blue-collar workers to ease a labor shortage, despite criticism it was too hastily crafted and risked exposing the workers to exploitation.
