A report published by the Tourism Ministry noted a low search-to-traffic ratio, which gauges potential demand by comparing online search interest from various countries for the priority destinations with the actual traffic that follows.
The Tourism Ministry, along with the Transportation Ministry, is upbeat about the coming peak travel season over Christmas and New Year's, expecting both visitor numbers and revenue to exceed initial targets to reach a projected 15 million arrivals and $18 billion in forex earnings.
Local businesses at Borobudur have reported an 80 percent decline in revenue since the visitor restriction was implemented, while the Borobudur Conservation Center says the cap aims to transform the temple into a "meaningful tourism" destination.
Agusta Kalang, one of the business owners leading the movement, stated that tourist numbers have sharply declined since the government introduced a daily limit of 1,200 visitors allowed to climb the temple to preserve its structure.
