he government has canceled a Rp 14 trillion (US$889 million) plan to build a fourth terminal at Soekarno-Hatta International Airport in Tangerang, Banten, having opted instead to increase the capacity of the existing terminals.
State-Owned Enterprises (SOEs) Minister Erick Thohir said the ministry, after conducting a review of the project, had concluded it was unnecessary to build the new terminal. The government’s new plan to expand the three existing terminals, Erick said, would cost only Rp 1 trillion.
“We need to ensure every project is efficient, with clear benchmarks, not a waste. Therefore, we decided to cancel [the construction of ] terminal 4,” Erick said after a meeting with the House of Representatives on Monday.
“It turns out that at a cost of only Rp 1 trillion, not Rp 14 trillion, we can maximize Terminals 1, 2 and 3 by improving the routes and also spaces that can be maximized. We are trying to do it,” Erick said.

The initial project was set into motion by the administration of former president Joko “Jokowi” Widodo. In 2020, he urged the construction of an additional terminal at Soekarno-Hatta International Airport to increase the airport’s annual capacity to 110 million passengers.
At the time, state-owned airport operator PT Angkasa Pura II, which has since been merged with PT Angkasa Pura I, claimed the planned terminal would be the biggest in Indonesia. The company had aimed to complete the design by the end of 2020, but the COVID-19 pandemic led to multiple delays.
