he Public Housing and Settlements Ministry has stated that Meikarta consumers who never received their promised apartment units can receive full reimbursement from the property developer.
The Meikarta Consumer Care Community Association (PKPKM), a consumer group representing dozens of disgruntled buyers, to date still demands that its rights be fulfilled by PT Mahkota Sentosa Utama (MSU), a subsidiary of PT Lippo Cikarang and the developer responsible for the Meikarta project in Cikarang, West Java.
"Yes, it’s a full refund on whatever they’ve paid, that’s what they can claim back. If a buyer paid a certain amount, that’s what Meikarta must return,” the housing ministry’s consumer protection director Mulyansari told reporters on Thursday, as quoted from Kumparan.

This marks the second round of ministry-led mediation between Meikarta and its consumers, many of whom have waited almost a decade for units that were never delivered.
Thursday’s meeting kicked off a verification and validation process, a prerequisite before consumers can receive their preferred compensation of either a full refund or a replacement unit in finished apartment towers.
The refund option had already been agreed upon during the first round of talks, with the ministry expecting the entire consumer resolution process to wrap up within four months.
