he Communications and Digital Ministry has warned United States-based internet services provider Cloudflare that its services in Indonesia could be blocked over legal compliance issues and allegations that it facilitates gambling websites.
According to the ministry’s findings, more than 76 percent of some 10,000 blocked online gambling sites were operated on Cloudflare services to hide IP addresses and evade access restrictions.
Alexander Sabar, the ministry’s director general for digital surveillance, said the authorities had reported the findings to the company, requested clarification and urged it to comply with rules to register as an electronic system provider (PSE).
“PSE registration is not merely administrative, but a critical instrument for ensuring Indonesia’s digital sovereignty and protecting the public in a healthy and responsible digital ecosystem. Without legal PSE status, the coordination and enforcement of illegal content like online gambling will be more difficult,” he said in a statement published on Wednesday.
Alexander warned that any platform failing to comply would face consequences, from administrative sanctions to access termination, in accordance with prevailing laws.
Cloudflare is a global firm that operates a large distributed network on the internet to offer a variety of services, from cloud-based performance tools to cybersecurity. The company is among 25 listed global firms that have received formal notification from the ministry to register as a PSE.
The ministry said it would conduct a “proportional” legal enforcement effort, given that many public and commercial services depended on Cloudflare’s infrastructure.
