Govt mandates private fuel stations to buy diesel from Pertamina

Starting April 2026, the government will not roll out diesel fuel import allocations for private companies, as it anticipates a surplus of approximately 4 million kiloliters of the fuel driven by the upgraded Pertamina refinery and B50 biodiesel policy.

he Energy and Mineral Resources Ministry has issued a directive for private retailers to purchase all diesel from state-owned oil and gas giant Pertamina ahead of a planned full import ban of the fuel slated for April 2026.

Energy ministry’s oil and gas director general Laode Sulaeman said on Wednesday that companies like Shell, BP-AKR and Vivo must secure their supplies from Pertamina, starting next April.

The definitive import ban for all parties, including private companies, will take effect in April next year after Pertamina’s Balikpapan Refinery Development Master Plan (RDMP) finishes its ramp-up period and reaches full production capacity.

“After that, we will have sufficient stock for all, including private gas stations. We will stop all [imports] in April,” Laode said in Jakarta on Wednesday, as quoted by Bisnis.com

He added the ministry had formally notified private fuel companies to coordinate with Pertamina to secure domestic diesel allocations, which must be recorded in the National Commodity Balance System (SINAS-NIK).

“There will be no more [diesel] import allocations for the private sector by April,” Laode went on to say.
