Govt targets full ban on private diesel imports in 2026

The energy minister has reinforced a plan to gradually reduce diesel imports over the first two months of 2026 toward a full ban in March, pointing to sufficient domestic supply and a potential for combining increased local output with hiking the national biodiesel program to 50 percent.

nergy and Mineral Resources Minister Bahlil Lahadalia has reiterated the government’s plan to impose a ban on diesel imports for private retailers next year, citing a projection of sufficient domestic supply.

“Our plan is to no longer import diesel in 2026,” Bahlil said on Sunday, as quoted by state news agency Antara.

According to the minister, the Refinery Development Master Plan (RDMP) of state-owned oil and gas holding company Pertamina is expected to ensure local supply sufficiency once its upgraded Balikpapan facility in East Kalimantan became operational.

However, Bahlil noted that the decision on imports would hinge on Pertamina’s readiness, and that imports could still be considered to prevent supply chain disruptions in the country.

Assuming a sufficient domestic supply from Pertamina, the plan aims to reduce diesel imports gradually in January and February before the full ban takes effect in March.

“But if demand has to be met and we’re not ready yet, then [imports will be considered] rather than facing shortages,” Bahlil said.

Laode Sulaeman, oil and gas director general at the energy ministry, said on Dec. 24 that private companies like Shell, Vivo Energy and BP-AKR, a joint venture between Britain’s BP and Indonesia’s AKR Corporindo, must secure their diesel supplies from Pertamina starting in April 2026.
