PJS Kesehatan has recognized various stakeholders of the national health insurance (JKN) program, including its internal units, for their commitment to combating fraud and gratuities in the JKN program throughout 2024. Held to commemorate International Anti-Corruption Day on Dec. 9, this award ceremony also aimed to raise public awareness of the importance of collaboration in fostering a transparent and fraud-free JKN ecosystem.
“Integrity, transparency and professionalism have been our guiding principles throughout a decade of managing the JKN program. Our collective dream is to establish a fraud-free JKN ecosystem. Achieving this goal requires the active participation and commitment of all stakeholders to combat fraud in the JKN ecosystem. On this year's International Anti-Corruption Day, we call upon all stakeholders to join the movement to prevent fraud in the JKN program,” said BPJS Kesehatan president director Ghufron Mukti on Thursday.
During the event, the Cirebon regency government, Tegal city government and Depok city government were honored as the top-performing regional governments in anti-fraud efforts within JKN. At the provincial level, the awards were given to the Bali, East Java and West Java provincial governments.
BPJS Kesehatan also recognized anti-fraud teams, including the JKN fraud prevention teams (PK-JKN) of Medan, Tegal and East Aceh at the city and regency levels, as well as Riau, West Java and Jakarta at the provincial level. Additionally, awards were presented to inspiring individuals, regional BPJS Kesehatan units and BPJS Kesehatan ambassadors for their outstanding commitment to fraud prevention and gratuity control.
“As a public legal entity entrusted with managing the JKN program, fraud prevention and mitigation remain BPJS Kesehatan's top priorities. We have developed governance policies, business processes, information systems and tools to support these efforts. We are confident that collaborative actions across the JKN ecosystem will significantly enhance healthcare quality in Indonesia,” Ghufron added.
BPJS Kesehatan director of compliance and inter-institutional relations, Mundiharno, emphasized regular coordination with PK-JKN teams nationwide to eradicate fraud. The PK-JKN team is comprised of the Health Ministry, BPJS Kesehatan, the Corruption Eradication Commission (KPK) and the Financial and Development Supervisory Agency (BPKP). Experts, academics, anti-fraud practitioners and law enforcement agencies also contribute to safeguarding JKN implementation.
“Internally, we enhance the competencies of BPJS Kesehatan ambassadors through training and Association of Certified Fraud Examiners (ACFE) certification. We have established key performance indicators (KPIs) for anti-fraud activities and formed a dedicated JKN anti-fraud team with 1,793 members operating across national, regional and branch levels,” Mundiharno said.
BPJS Kesehatan has also implemented a gratuity control program to ensure clean governance free from corruption, collusion and nepotism. All BPJS Kesehatan ambassadors are required to adhere to a code of ethics, avoiding potential conflicts of interest, legal violations and unethical conduct.
Meanwhile, Syarifah Liza Munira, head of the Health Development Policy Agency (BKPK) at the Health Ministry, highlighted the global trend of healthcare spending outpacing economic growth. She stressed the need for accountable and transparent management by BPJS Kesehatan and key stakeholders within the JKN ecosystem.
“The success of the JKN program is not solely determined by the number of participants or healthcare facilities, but also by our ability to maintain the quality and accountability of services. We must foster a culture of fraud prevention and integrity, educating all parties involved in the JKN program to collaborate in supporting anti-fraud initiatives. Corruption-free healthcare is a fundamental right of every Indonesian citizen, and it is our shared responsibility to ensure this goal is achieved,” Syarifah concluded.
