The Central Jakarta office of the Elections Supervisory Agency (Bawaslu) recommended that authorities declare vice presidential candidate Gibran Rakabuming Raka’s action of distributing free milk during a Car Free Day event in Jakarta as a violation of the law.

The decision was issued as the supervisory agency probed several allegations of state apparatus impartiality toward certain candidates in the 2024 election.

“[We] hereby recommend […] that the free milk distribution by vice presidential candidate Gibran Rakabuming Raka during a [Car Free Day] event on Dec. 3, 2023, [be declared] a violation of law,” the Central Jakarta Bawaslu wrote in a recommendation letter issued on Thursday.

A 2016 Jakarta gubernatorial regulation prohibits “events for the interests of political parties” at Car Free Day events, held every Sunday.

The Central Jakarta office issued the decision a day after it summoned Gibran for a one-hour long questioning against the alleged campaign violation.

After the questioning, the vice presidential candidate reasserted his denial that giving out milk to children and other attendants of the event constituted campaigning, arguing that he was not in possession of any campaign banners and did not ask the people he encountered to vote for him.
