Indonesia Decides

The Elections Supervisory Agency (Bawaslu) has identified five provinces highly vulnerable to electoral fraud, as the election watchdog looks to step up its oversight work to ensure that the November regional polls run smoothly.

Indonesia will hold its first-ever nationwide simultaneous regional head elections in which voters will elect governors, mayors and regents across 37 provinces, 415 regencies and 93 cities on Nov. 27.

But concerns surrounding potential election violations have also gained traction among experts and pro-democracy activists ahead of voting day.

To this end, Bawaslu has released the Election Vulnerability Index (IKP) to measure the likelihood of an election process in each region being hindered or disrupted.

The index is based on 27 different indicators, ranging from a region’s socio-political situation to the potential for fraud during voting day and the vote-counting process.

It found East Java, East Nusa Tenggara (NTT), East Kalimantan, South Sulawesi and Central Sulawesi were the provinces at the highest overall risk of their election process being hindered.

Some 28 other provinces were listed as being at moderate risk, while only four provinces, Bali, North Kalimantan, South Papua and Central Kalimantan, were within the low-risk category.
