Making driver's licenses, vehicle registration certificates and license plates valid for life would reduce costs and simplify bureaucracy.
ouse of Representatives’ Commission III member Sarifuddin Sudding proposed an extension of the validity period of driver's licenses, vehicle registration certificates and license plates from five years to lifetime validity.
"I request that the extension of driver's licenses, vehicle registration certificates and license plates be reconsidered, and it only needs to be done once," Sarifuddin said in Jakarta on Wednesday, as quoted by Antara news agency.
Sarifuddin, from the National Mandate Party (PAN) faction, spoke during a working meeting between House Commission III, which oversees security issues, and the National Police’ Traffic Police Corps chief Insp. Gen. Aan Suhanan.
Currently all three documents are valid for five years and must be renewed every five years. The registration certificates also include a yearly vehicle tax document that must be paid every year.
Sarifuddin argued that these documents should be valid for life, just like ID cards.
According to Sudding, making driver's licenses, vehicle registration certificates and license plates valid for life would ease the burden on the public, who often face high costs and complicated procedures when renewing their vehicle documents.
"The driver’s license is small, the vehicle registration certificate isn't large either, but the costs are high. And this is a heavy burden for the public," said Sarifuddin.
He also criticized the document renewal system, suggesting it primarily benefits vendors rather than serving the public interest.
“The renewal is in the vendors’ interests and not to increase non-tax state revenue,” he said.
Sarifuddin suggested that in cases of traffic violations, the documents should simply be marked with a hole, and if certain limits are exceeded, the ownership could be revoked.
He also mentioned that this proposal had been previously discussed with National Police chief Gen. Listyo Sigit Prabowo and it was promised that it would be evaluated.
During the meeting, Aan pointed out that the Constitutional Court had previously rejected the petition to make driver’s licenses valid for life.
The petitioner then argued that driver’s licenses should be treated like e-ID cards with a lifetime validity.
Constitutional Court judge Enny Nurbaningsih explained that the applicant's argument to align the validity period of driver’s licenses with e-ID cards could not be accepted, as the two documents serve different functions.
"Furthermore, driver’s licenses function as a registry for motorists that includes the complete identity of the driver and data in the driver's registry that can be used to support police investigations, inquiries and forensic identification," said Enny in 2023, as quoted by Antara.
Aan also explained that the court had based its decision on forensic police needs, as driver’s license extensions are necessary for identification and law enforcement purposes.
He said that individual data might change over time, so periodic renewal is required. However, he assured that all feedback would be carefully reviewed.
