Govt finally launches revamped OSS for business licensing

The President has hailed Monday's launch of the latest version of the OSS system, which is expected to speed up business licensing and boost Indonesia's EODB ranking, although it took three tries to a successful launch.

he Investment Ministry finally launched on Monday the updated online single submission (OSS) system for processing business licenses, after three successive delays since an initial launch date in June and following deactivation of the previous OSS version on July 30.

The latest version implements the risk-based approach as mandated by the Job Creation Law and lessens administrative requirements for businesses deemed “low risk”. Such businesses are only required to obtain a registration number (NIB), whereas businesses deemed “high risk” require additional documentation, such as an Environmental Impact Analysis (Amdal).

“This is a highly significant reform in licensing,” President Joko Widodo said at a launch event for the upgraded system on Monday. “Integrated, fast and simple business licensing is an instrument that determines our competitiveness in attracting investment.”

The OSS was developed by telecommunications giant Indosat Ooredoo, which is majority owned by Qatar’s Oooredoo QSC.

According to the Investment Ministry, the new name of the Investment Coordinating Board (BKPM), the online business licensing platform is expected to raise Indonesia’s ranking from 73rd to 60th on the upcoming edition of the World Bank’s annual Ease of Doing Business (EODB) Index.
