Over the last 20 years, this has put almost 300 people on death row, 186 of whom have been convicted for drug offenses, and produced 44 executions, 24 for drug trafficking.
Zaw Lin and Win Zaw Tun were found guilty of the rape and murder of Hannah Witheridge, 23, and of killing David Miller, 24, after their battered bodies were found on a beach on the southern resort island of Koh Tao in September 2014.
State television quoted the Intelligence Ministry as saying it had broken up a CIA spying ring and captured 17 suspects. A ministry official said some of those arrested had been sentenced to death, the semi-official Fars news agency reported.
