ublic Housing and Settlements Minister Maruarar “Ara” Sirait has announced that the government is targeting March 8 for the groundbreaking of a large-scale subsidized apartment project at the Meikarta development in Cikarang, Bekasi regency.
“We plan to conduct the groundbreaking on March 8 at the Meikarta site, where subsidized apartments will be built. This is part of the acceleration and breakthroughs we are pursuing,” Ara said in a statement on Thursday.
The project is positioned as a key pillar of the government’s flagship 3 Million Houses Program, which aims to boost the supply of affordable homes, particularly for low-income households. Instead of relying solely on landed housing, the government is increasingly turning to vertical housing solutions that integrate social facilities, public amenities and access to employment and transportation.
Before construction begins, Ara said the ministry will conduct comprehensive surveys to better understand consumer preferences and needs. These will include assessments of surrounding ecosystems, such as the availability of schools, hospitals, markets, workplaces and public transport.
“We want to understand what people really want. That is why we will carry out surveys with proper methodology and sound sampling, so that these subsidized apartments truly match public needs,” he said, adding that the apartments must be supported by livable and productive environments rather than standing as isolated buildings.

The project will span 30 hectares that have been declared “clean and clear” from a legal standpoint following coordination with the Corruption Eradication Commission (KPK). The development will be divided into three plots.
