onprofit Wikimedia Foundation has agreed to register Wikimedia platforms as an electronic system provider (PSE) in Indonesia after a threat of nationwide access block to its projects from the government, a move critics say potentially increasing state control of online content.
The foundation, which operated community-driven online encyclopedia Wikipedia among its projects, said on Saturday it had a “very constructive” meeting with the Communications and Digital Ministry on April 23.
During the meeting, Wikimedia outlined its nonprofit model and commitment to user privacy and data.
The meeting came on the heels of the communications ministry’s threat on April 15 to block all access to Wikimedia’s platforms if it insisted on not registering as PSE. Platform registration as PSE in the country is mandated by a 2020 communications and information ministerial regulation for all domestic and foreign digital platforms operating in the country.
Wikimedia has previously flagged the government’s move as potentially harmful and restricting access to extensive free knowledge and freedom of expression for Indonesian users. On the other hand, the ministry argued the registration was part of efforts to “enforce orderly and fair digital governance”.
