ASEAN to review stalled Myanmar peace plan

mid calls to explore alternative ways to resolve the protracted Myanmar coup crisis, ASEAN chair Indonesia is launching a review of the implementation of the bloc’s Five-Point Consensus (5PC) for peace.

The announcement came after a closed-door meeting on Wednesday on the latest developments in Naypyidaw, including reports of a top Thai diplomat meeting with ousted Myanmar leader Aung San Suu Kyi, which some factions say has subverted the bloc’s Myanmar strategy and Indonesia’s leadership.

On the third day of the 56th ASEAN Foreign Ministers’ Meeting (AMM) in Jakarta, Foreign Minister Retno LP Marsudi announced the start of the 5PC review. At the upcoming summit in September, the bloc’s foreign ministers will offer their recommendations on the matter to leaders of ASEAN member states.

“The 5PC remains our primary reference. Any other initiatives will have to support its implementation,” Retno said on Wednesday.

ASEAN leaders had agreed to review the bloc’s Myanmar strategy at last year’s summit in Phnom Penh to add “measurable indicators with a specific timeline”. But six months into Indonesia’s chairmanship, no review had taken place, prompting criticism of Jakarta, including from the UN Special Rapporteur on Myanmar.

The 5PC calls for an immediate cessation of violence in Myanmar, dialogue among all parties to the conflict, the appointment and engagement of a special envoy on the crisis and the country’s acceptance of humanitarian aid.
