34 police officers in N. Sumatra fall victim to fictitious loans using their decrees

The suspect forged signatures on documents to apply for loans without knowledge or consent from victims who handed over their promotion decrees as collateral.

police officer from Padangsidimpuan Police in North Sumatra has been accused of running a financial scam to the tune of Rp 10.2 billion (US$597.636), tricking 34 fellow officers to hand over their promotion decrees as collateral for fictitious loans.

Padangsidimpuan Police chief Adj. Sr. Comr. Wira Prayatna said the crooked officer, identified as First Adj. Insp. RL, ran the scam from 2021 to 2025 but was only uncovered when officer Rajo filed a police report in April 2025.

Wira said RL, who at the time was financial section head at Padangsidimpuan Police, approached Rajo in September 2022 offering a loan scheme using Rajo’s promotion decree as collateral to apply for a Rp 470 million loan with state lender Bank BRI.

During his pitch, the police chief continued, RL promised that the loan would be repaid in three months and would give Rajo a fee of Rp 30 million.

After three months, however, Rajo did not get the fee and his decree, used as collateral by RL to get the loan, had not been returned.

Rajo then filed a report at Padangsidimpuan Police, who then investigated and found out that there were dozens of other officers who fell victim to the trick. RP would forge signatures of documents and apply for loans which were not in accordance with police internal official procedures.
