Govt plans to limit outsourcing to four service categories

The deputy manpower minister has confirmed that the government is working on a revision of Manpower Ministerial Regulation No. 7/2026 that would reduce the number of service categories eligible for outsourcing from six to four.

he government is preparing to revise a recently issued regulation on outsourcing following pressure from labor groups, potentially reducing the number of outsourced jobs from six to four categories.

Deputy Manpower Minister Afriansyah Noor confirmed that the ministry was reviewing Ministerial Regulation No. 7/2026 on outsourcing, which currently allows companies to hire outsourced workers for six types of supporting services, Kompas.com reported.

These include cleaning, food and beverage (F&B), security, transportation and operational support services, as well as supporting work in the mining, oil and gas and electricity sectors.

Afriansyah said the revision would remove support services for operations as well as the extractive and electricity industries from the list of outsourcing categories to leave just four services: cleaning, F&B, security and transportation, including drivers.

He added that the government was not revoking the regulation but improving its substance, and that the planned revision reflected input from both labor unions and employers in discussions with the National Tripartite Cooperation Institution (LKS Tripartit Nasional), a labor policy forum headed by the manpower minister that reports to the president.

The plan comes amid renewed debate over labor protections and flexible employment arrangements following a Constitutional Court ruling last year that ordered a partial revision of provisions related to employment contracts in the Job Creation Law.
