Work on a dam and clean water processing, essential facilities for what is to become the new capital city, are close to completion.

rogress on the construction of what is to become the core region of Nusantara Capital City (IKN) now amounts to 23 percent, according to Silvia Halim, undersecretary of facilities and infrastructure at the IKN Authority.

She said work was currently focused on the 6,600-hectare area where the presidential palace, presidential office, ministry offices and civil servant housing are to be located.

"And of course, there is the construction of the dam and clean water processing [facilities], which have progressed to 80 or 90 percent [of completion]," Silvia was cited as saying on Monday on the website of the Administrative and Bureaucratic Reform Ministry.

In the future, the IKN Authority would be afforded some flexibility in managing its budget, such as by imposing a special tax, according to Didik Kusnaini, the director of budget regulation harmonization at the Finance Ministry.

"The IKN Authority could charge a special fee or special tax that could be used to finance its operations," Didik said on Tuesday, as quoted by Tempo.

However, the IKN Authority would not have the same degree of financial independence as state-owned enterprises (SOEs), because its financial report was still consolidated with the central government, he explained.

According to Didik, the authority also did not have a budget management checklist (DIPA), as it only had a head and a deputy head, while DIPA required government institutions to have treasury officials.
