Four police noncommissioned officers have been dishonorably discharged in Riau Islands for torturing a junior to his death while two NCOs were fired in Jambi for raping a policewoman candidate.

espite reform efforts, the National Police are reported to continue committing serious violations, indicating deep cultural and structural problems within the force.
The Riau Islands Police have fired four police officers for the torturing of a young officer, Second. Brig. Natanael Simanungkalit, that led to his death in the early hours of April 14.
The four police officers are Second Brig. Arwana Sihombing, Second Brig. Asrul Prasetya, Second Brig. Guntur Sakti Pamungkas and Second. Brig. Muhmmad Al-Farisi.
The decision was taken after a marathon 10-hour code of ethics hearing on Friday.
“The code of ethics hearing decided to dishonorably discharge the four perpetrators,” Riau Islands Police chief spokeswoman Sr. Comr. Nona Pricilla Ohei told a press conference after the hearing, as quoted by Kompas.com.
Natanael, a graduate of a noncommissioned officer (NCO) school in 2025, was buried at Sei Tamiang cemetery with a police burial ceremony on Thursday, led by Riau Islands Police Mobile Brigade commander Sr. Comr. Arief Doddy Suryawan.
The incident started on April 13 at about 11:50 p.m. in room 303 of the Riau Islands Police barracks for teenage NCOs.
